Export Documents for Coconut Charcoal from Indonesia: A Buyer's Checklist
Most first-time charcoal shipments are not delayed by quality. They are delayed by paperwork — and usually by one specific document that nobody mentioned at quotation stage.
This is a practical map of what travels with a container of coconut charcoal leaving Indonesia, who issues each document, and where shipments actually get stuck. Rules change and vary by destination, so treat this as orientation and confirm the current position with your forwarder before you contract.

The certificate of origin is worth attention
There is a general certificate of origin, and there are preferential forms tied to specific trade agreements — the ASEAN and ASEAN-partner forms are the ones most Indonesian exporters deal with. The preferential form can reduce or eliminate your import duty, but only if it is the right form, correctly completed, for your destination.
Tell your supplier your destination country before the documents are drawn up. Correcting a certificate of origin after the container has sailed is possible but slow, and the retrospective route is not always available.
The one that actually stops shipments
Here is what rarely appears in a first quotation and regularly strands containers at the port.
Charcoal is treated as a self-heating material. Carbon of animal or vegetable origin is classified under UN 1361, Division 4.2 — spontaneously combustible — and shipping lines apply that classification by default. Charcoal can genuinely self-heat: it adsorbs oxygen, the reaction is exothermic, and a large mass with poor ventilation can build heat on its own.
In practice that leaves two routes:
- Ship it as declared dangerous goods. Legitimate, but it changes your booking, your documentation and your freight cost.
- Provide a self-heating test certificate. Material that passes the relevant test in the UN Manual of Tests and Criteria can, depending on the carrier and the route, be accepted as non-dangerous. This is the route most established briquette exporters use.
The test takes time and costs money, and it is specific to the product — a certificate for one supplier's briquette is not a certificate for another's. Requirements differ between carriers and destinations, so this is a conversation to have with your forwarder early rather than at the terminal gate.
If a supplier quotes you charcoal and has no answer when you ask about UN 1361, that tells you how many containers they have actually shipped.
Indonesian side, briefly
Your supplier should hold a business identification number (NIB) and be registered to export. The export declaration (PEB) is lodged before loading. None of this is your problem as a buyer — but the absence of it becomes your problem, because it is the difference between a container that sails and a container that does not.
You are entitled to ask for these numbers. A real exporter provides them without hesitation.

The stage that surprises people is not production. It is the first one — because getting the specification genuinely agreed in writing is what prevents every argument later.
What to ask a new supplier
- What is your NIB, and are you registered to export?
- How do you handle UN 1361 — declared dangerous goods, or a test certificate?
- Which certificate of origin form will you issue for my country?
- Will you send photos of the stuffing before the container is sealed?
- What happens if the batch misses the agreed specification?
